Buyer not paying for item...

Hi, I'm usually just a buyer from ebayer but recently had a little clear out so put some items up for sale.
1. Sold an item 10 days ago, but not received payment. So I sent a polite reminder but I still havent had a reply or payment.
If I just want to cancel the transaction & relist, can the buyer rate me negatively (I have 500+ rating with no negatives ever).
2. Can I get my fees back?
3. Would I be able to rate him negatively/neutral without him doing the same?

1. Open Non Paying Bidder http://feedback.ebay.co.uk/ws/eBayISAPI.dll?ViewDisputeConsole&DisputeType=1
This gives bidder 4 days to pay if they do not pay they get a strike against their account and you get your fees back and they cannot leave feedback.
You cannot just relist as they may still pay and you will have 2 buyers
2. Only by opening above dispute or asking bidder to cancel which they may not do,you will not get fees back if they refuse to cancel and can still leave feedback
3.You cannot leave negative feedback for buyer under any circumstance Non paying bidder cannot leave feedback,mutual cancellation can.0 -
You need to open a full NPB dispute, look under 'resolve a problem' in the drop down menu by the sold item.
You can open that now, then close it in exactly 4 days time. If it closes before buyer pays then buyer cannot leave you feedback, and you automatically get your FVFs back.

Ideally I just want to ship item. Its only a few quid, and I only made a few pennies on it in the first place. Just dont want to be rated negatively for his mistakes!
So if I raise a NPB dispute, theoretically, buyer could pay for item, but still rate me negatively??0 -

Yes, but after this amount of time they are unlikely to pay. I had a non-paying buyer at the end of 2013. I went into their account profile through eBay to get their contact details and gave them a phone call to find out what was going on.

Buyer paid & Item dispatched.
Then another buyer didnt pay so after 10 days I raised a NPB as above...
Today (8th Apr) will be the 4th day. Assuming he doesnt pay up, what do I have to do next to ensure I get my fees back & no negative rating for me? Thanks0 -

It will be 4 days exactly, so if you opened it at 7.21pm that's the time you can close it.
You go into the dispute and see the option to close, it will show (my last one did) the time you can close to receive your fees back.
Then you close it by selecting 1. Buyer didn't pay and 2. I want to end communication.
This closes it and you automatically receive your final value fees back.
Then block the buyer from bidding in future.0
