TnC (P4Parking) sending Debt collection Notices

Dear All,
First of all I would thank this forum for all the help I received just by reading different threads and sticky's and I thought I would nevere have to start a thread but this is the first time I'm in this type of situation and hence treading with caution.
TnC on behalf of P4Parking has been sending me debt collection notices and this time they have sent me pictures as evidence of the PCN ticket.
Below are the time line for my case
1. 08-Jan-2014: PCN ticket by P4Parking left on the car.
2. 10-March-2014: Received letter dated 04-Mar-2014 (Parking charge notice - reminder) from TnC on behalf of P4Parking
(I'm treating this as NTK)
3. 17-Mar-2014: Sent an letter to P4Parking and TnC using one of the templates on this forum challenging the ticket invlokig POFA2012 and BPA code of practice.
4. 26-Mar-2014: Received another letter from TnC dated 19-Mar-2014 asking for payment of 140 pounds.
Driver has 14 days to settle or challenge the notice. Letter also claim to take legal action against me.
5. 26-Mar-2014: I sent a complaint email to DVLA and BPA attaching all the letters I received from TnC and my letters to them. This was again a template from the forum, which invokes KADOE as well.
6. 27-Mar-2014: Received email reply from David Dunford as below
"
Alleged breaches of the code of practice are matters for the BPA to investigate, therefore the DVLA will await the outcome of any investigation by the BPA before deciding whether any further action is required.
With reference to your claims that this company are in breach of the KADOE contract, please can you elaborate on this, as this enquiry was not submitted using the KADOE system therefore there is no KADOE contract. Please can you fully explain your reasoning for stating this.
"
Question) Can anyone please help me in replying to David about his point on KADOE?
7. 28-Mar-2014: Received another letter from TNC along with couple of text messages asking me to pay for the ticket and contact their debt collection office.
The letter dated 25-Mar-2014 also supplied supporting docs in form of several photographs of the vehicle parked at the spot of parking with ticket attached to the windscreen.
Can I please request the members to help me take this case forward and what should i do next?
I almost for frustrated to pay this morning considering lots going on in my life otherwise and having no time to do all these writing and follow-up but then one of colleagues talked me into not paying and fighting it up till the end.
But I won;t be able to fight this without your valuable support so please help.

2. What happened when you complained about this to Steve Clark of the BPA by email? Like in all the other P4Parking threads, where TNC have said that a keeper's appeal is too late when it isn't? The BPA can investigate this matter and you must keep prodding them!
3. Search this forum for TNC P4Parking and you will find loads of people who have dealt with this same rubbish. A poster called 'Nameless' has been faffing about like you for weeks!
4. You may have missed this bit in the NEWBIES thread - with this little fish of a PPC, I would not have waited for the NTK:
Windscreen ticket? = STOP!!
Consider waiting for the postal 'Notice to Keeper' in MOST cases, unless it is NCP or a small PPC like 'S.I.P.' or 'JAS' or 'P4Parking aka Nighthawk' who faff about sending TNC debt collector letters and don't even send a NTK. So, latest advice from me is to avoid the debt collector rubbish and appeal to a little non-POFA2012 ticketer like 'S.I.P.' or 'JAS' or 'P4Parking' straight away but as the KEEPER, not driver! Start a new thread if unsure about 'your' PPC - we can tell you if they are small fry or you can search the forum for their name and read about other people's recent experiences of appealing their tickets first.

1. Thanks - I'll stop following up with DVLA
2. Steve Clark hasn't replied back yet and I'll send him email again with the latest TNC crap.
3. I'll try and follow the Nameless thread and keep asking P4parking and TNC for POPLA code.

You should get a POPLA code in the end because you appealed in time, as the keeper. Keep on at the BPA if they try to fob you off - the BPA CoP says 'drivers and keepers can appeal to POPLA' so what are P4Parking & TNC playing at and why are the BPA letting them get away with it?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
