Travel and Car Rental Damage Waiver Insurance

Is anyone aware of Travel Insurance Policies in which Car Hire Excess Waiver Insurance is included or can be added?
It seems like a useful addition to travel insurance and might be cheaper if written as one policy rather than two separate policies.

FWIW, in the USA the car rental companies claim that CDW/LDW (Collision Damage Waiver/Loss Damage Waiver) isn't insurance. While to the layman that appears to be a rather dubious claim, presumably it is legally valid.

The quote that "Rental companies are not licensed or regulated as insurers." is a bit worrying. How then can they provide third party insurance which is always (AFAIK) included in the hire price?

I guess there's nothing to stop a car rental company from selling an insurance company's product.
