NPE not too sure

in Parking tickets, fines & parking
Right before anyone has a go at me, I have read the newbies bit.
On my PCN it shows the driver clearly parked on double yellows, does this change anything? The PCN is from NPE.

    Doesn't change anything. I'm assuming NPE is Norfolk Parking Enforcement?

    Yeah it is Norfolk parking enforcement. It came through the post 9 days after it happened. There was nothing on the car when I got back to it. Should I appeal this???
