PCN from UKPPO at Newcastle Airport

Evening,
I've recently become the proud recipient of a PCN for "dropping off / picking up in a restricted area".
I've spent all afternoon reading the various threads on this forum (awesome info btw) and I'm getting to the point where I will write the appeal letter. I'm the registered keeper.
One area of concern I've come across is the "relevant land" bit as the airport is governed by byelaws.
The airport byelaws state that;
Does this imply that I can't tell UKPPO to sling it under the relevant land clause only (which I was hoping to do) as the clause is included in the airport byelaws?
Appreciate your advice.

3.3.1.1 A Parking Charge Notice (PCN) may be issued in respect of the vehicle. The PCN will

the time within which the payment must be made; and the address to which the payment must be sent.
3.3.1.2 The PCN will also explain that unless payment is made in accordance with its terms, court action may be commenced to recover sum due from the registered keeper under the PCN together with costs, interest and any other sums legally recoverable; or

You can still add it, along with the other points (no genuine pre-estimate of loss etc). The onus is on them to prove they can do it, not for you to prove their case for them.0

IMHO, if the site is 'under statutory control' such as byelaws - and those byelaws talk about the parking of a vehicle - then it simply isn't relevant land (even if those byelaws talk about Parking Charge Notices). Did they send the PCN in the post in time?
I would use an adapted version of any Airport POPLA appeal you find on the forum (search for 'Airport POPLA' as keywords).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'm sure you can challenge this on the normal grounds, adding in any others which may be relevant to your situation. If in any doubt, pop over to Pepipoo where they'll take you through everything step by step.

Keeper liability for private parking charges can only be established by invoking POFA & no other legislation. If bylaws regulate parking then it is not relevant land for the purposes of POFA & no keeper liability can apply.0
