PCN issued to parked vehicle moved onto pavement because hit by drunk driver

Hi everyone
I am seeking help about this situation.
I have been unfairly issued 2 PCN (by the same agent) because my vehicle was parked on the pavement (this is from Lambeth council, not a private company).
It was originally legaly parked but a drunk driver hit it and moved it onto the pavement during the night.
Neighbours witnesses told me and I have one written report from one of them.
The accident was obvious as the vehicle which caused the accident was standing across pavement and road from around 4am til past noon (and later was towed away) + there were damages on 2 vehicles including mine and broken car parts over the road and pavement. However the traffic warden (did not report the accident but) issued a PCN to this vehicle and 2 to mine (the first one had been scrunched and I found it on the floor).
I immediately contested the 2 PCN and made a report to the local police.
The police responded that an enquiry had started.
I had yet no time to make a claim with my insurer.

Today I came back home after time away for work and I had received letters stating that Lambeth council “do not feel that “ I “have made grounds for cancelling the Penalty Charge Notice and asking to pay £130 each (14 days period is already over).
I would pay this if I was responsible but this situation is unfair (and I can't pay).
What are the options?

    Best to take this over to Pepipoo - they are best-placed to deal with real Council PCNs.

    Include scans (front and back) of all PCNs and letters when you post (redacting personal, identifiable info).

    I highly suspect you'll win these at next level appeal or adjudication. Almost everyone fails at first appeal with Council PCNs.

    For gawds sake, what are Lambeth doing here? This should be appealed all the way to patas, you have nothing to lose as the discount period is over. I just can't see how Lambeth can feel they can win this!
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    You will win if Lambeth dare to sit with you in front of an adjudicator with this one! The car was clearly moved by a person without the knowledge or authority of the driver (due to the crash!). That sums up CEOs, frankly; it's a scum job and idiots like him/her make it even worse. Show links on pepipoo to the letters exchanged so far, all photos and the back of the PCN - you only showed the front which is a no-no - you've missed showing them all the small print.

    Read the pepipoo FAQs 'how to post pictures'. I don't think you do upload files, you just paste the URL straight into a reply there I think.
