Paying maintenance charge to HA but no maintenance has been done

You say there's a flower bed behind your "parking spaces" is this a communal car park? Are there visitors spaces perhaps? Lighting in it? All this is likely to be maintained via the service charge and it is likely they will be building a contingency fund each year. So, for example, if they know that every ten years it will cost £10K to resurface, reprint, renew etc then is it not better to seek £1k each year than £10k after ten? It's budgeting for all involved and means that there is a fund available immediately for any issues which may arise. There may also be a public liability insurance needed in respect of communal parking areas depending on the development, type and council.
A lot of people will say "I don't know what I'm paying for" but fail to see what's actually happening because it's not immediately noticeable. The flower beds for instance, might not be well kept but I assume they've got plants. The road is not yet adopted so costs are also figured into it.
