Loss Adjuster - unusual offer

Hello
My loss adjuster has offered me an amount which I am finally happy with, but he has decided to only release part of it and when I have bought all the items and provided him with the invoices will he release the remaining amount of money. I dont have all the money to do this. This money is for equipment to reopen my shop. Can he offer the the amount and then not release all the funds? It doesnt seem fair

Loss adjuster wants cheapest internet prices when you give estimates. So buying off internet does not give room for negotiation on a credit level basis.0
