UKPC Parking Ticket in Hire Car

I have seen the post Newbies Private parking Ticket from Ampersand and am going to have a read through it but I want some direct advice really. I parked in a retail car park, left the site to nip to the toilet in m&s (m&s is not on the retail park just behind it) then went and did my shopping, I was about 20 mins in total. I received a ukpc parking ticket for £60 for leaving the site, I've always parked there and never had any issues so am thinking they have recently changed the rules, when I looked at the sign it did say in small print you couldn't leave the site. I have spoken to enterprise and they have told me they will respond to the letter from ukpc telling them I was the driver and then issue me with a £35 invoice which I can appeal. I have read various things on the internet and it all says to avoid these letters and don't even speak to ukpc but I have come on this forum and it says the law changed in 2013?? I don't know whether to just pay the fine and swallow my anger for fear of being taken to court and having to pay a bigger fine or having the bailiffs at my door! do people really not pay these fines and have no consequences? I don't want to pay it as I did legitimately do my shopping at the retail park!! how can they prove I left the site? are they allowed to photograph/video me leaving the site? surely not?? Any advice would be much appreciated as these sort of issues really do intimidate me!

Get real, UKPC don't even do court, where do you think they would magic 'bailiffs' from? Read this:

Yes, I have not paid four fake PCNs. UKPC can do nothing. Do people REALLY think they have to pay these fake PCNs? Are people that daft?

They cannot. They are trying it on which you'd realise if you read more current 2014 UKPC threads.

No, they didn't. Their employee hid and watched then pounced on your car with a fake PCN, same as all the rest.
So ask Enterprise to pass you the Notice to Keeper, or a copy of it, urgently so you can appeal it now, as the hirer of the car. Do not wait for UKPC to write to you because it sounds like you had a windscreen ticket and either never saw it or ignored it. But if your appeal to the Notice to Keeper you might get a POPLA code anyway
And finally - relax, this is UKPC! LOL at them!
And after you've appealed to UKPC, dispute with your card provider, that exorbitant and unwarranted £35 admin fee from Enterprise (search this forum for Enterprise to read other similar threads).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks coupon-mad, I'm new to these forums has just taken me half an hour to work out how to find my post!!!
I'm going to write to ukpc an appeal letter as shown in your newbies sticky, do you advise to write it word for word as you have written it? do I say I was the driver or say I am the keeper (it was a hire car)? Or is that irrelevant?
I also have a receipt for my shopping and I did ask to complain to the manager of the shop but he was unavailable! Do the shops employ the ukpc? If that's the case I shall go back and log my complaint with them also!!
Somebody at enterprise informed on the quiet I can appeal the £35 so I shall be doing this if it does go through them.

It's the land owner who employs UKPC but the shops may either own the land or have a way of cancelling PCN's. What's the situation with Enterprise, have they informed UKPC that you were the hirer? And have you actually received anything from them yet? Enterprise will identify you as the hirer, this doesn't necessarily mean you were driving, so I would identify yourself as the hirer of the vehicle, unless anyone else recommends anything different.0

I told enterprise what happened when I took the car back as wanted to clarify I wouldn't be sent numerous letters from them at 35 quid a go! I have received nothing in the post from either of them as yet, presuming they will write to enterprise when my 28 days to pay charge runs out?? I will go back and talk to the store manager regarding this but I don't hold out much hope to be honest! I was just drafting my letter and with it being a hirer car didn't know how to word it, whether to tell them it was hire car, was worried they would then go after enterprise for money, enterprise would pay it and then bill me.0

Oh I see, it was a ticket stuck to the vehicle. Sorry I misunderstood, I thought Enterprise had already contacted you to say they had received a postal PCN from UKPC.
In that case then I would identify yourself as the driver (as much as I hate saying that) and then use the appeal from the Newbie sticky thread as you have already said.0 -

Once you have identified yourself they will not contact Enterprise as the registered keeper cannot be held liable under the Protection of Freedoms Act when a driver has been identified.0

Hi all,
I was really hoping someone here could help me? I'm totally new to this.
I received a Private Parking Notice on my car windscreen after parking in acar park which belonged to a shop, which was next door to the pub I wasarriving at for a meal. The pub car park was rammed full so I was forced topark in the shop car park (shop was closed btw) or risk being late for themeal. I planned to move my car in to the pub car park once a space becameavailable. I did keep vigilant at the window and went out to move my car once aspace became available 25 minutes later. Low and behold, I have a PPN on my carwindow. I took the advice of a few friends and decided to ignore it. I receivedthe first letter from the Private Parking Company 2 months or so later so Iignored it and I’ve now received my third letter from DR+ who are now offeringme the opportunity to pay a reduced fine or the threat of court proceedings.
I am a little concerned as I didn't expect them to hound for so long. Ithought they'd give up. It has worked for others I know! As I have ignored theissue up until now, what do you suggest I do? I have been in to the Newbiesforum but the letter I think applies to my situation wouldn't make total sense?
Any advice on this matter would be gratefully received.

There's more to the NEWBIES thread than the first appeal letter. What about the section about the debt collector letters, and the little yawn begging people not to start a new thread about tedious old DRP letters?! I make no apology for the yawn. There are zillions of threads about DRPlus letters, all junk mail.
You are on someone else's thread here so this is not the right place. You should use 'search this forum' above the NEWBIEs thread, next to 'forum tools' and find other threads. Use 'Recovery' as a keyword. Also do a search for the name of the PPC because some sue people and are best responded to robustly (as the newbies thread suggests).PRIVATE 'PCN'?
