PCN from Excel Parking Services now with Zenith Collections

Hi
I have read a lot of info and want some advice. Originally received PCN for stopping on roadway into John Lennon Airport. The car, at the time, was on loan (permanently) to my father in law. We hadn't changed the V5 details at this point. Car in my wifes name so she is receiving all the correspondence.
So far we have ignored all correspondence.
Latest correspondence is from Zenith Collections and it is titled 'Notice of intention to commence legal proceedings' and is offering a discounted settlement.
It all stinks a bit as being a ruse to get money out of us and i want to get rid of these nuisance people.
Previously received a similar letter from Debt recovery Plus ltd in January 2014 which has the same company number as Zenith so are the same company!
I'm a bit confused about the appeals part. I dont have the original PCN (lost) so would like some advice on how to take this forward.
I dont know whether it matters but we live in Scotland. All posts refer to England/Wales.

Are the letters coming to a Scottish address? If so then just do nothing. They will give up as they cannot issue a claim against you in Scotland.
Did any of the notices mention the Protection of Freedoms Act can you remember?0 -
Yes, registered keeper address is in Scotland.
One 'Liability notice' states;
'If you are the registered keeper of the vehicle, you may have become liable for any outstanding charges relating to this noticeunder paragraph 8(f) or paragraph 9(f) of schedule 4 of the protection of freedoms Act 2012. This is subject to our compliance with the applicable conditions under schedule 4 of that act.'
Does this affect anything?

It means there is no RK liability - RK liability was enabled when the Protection of Freedoms Act 2012 was enacted in statute. But this only applies for England and Wales; it does not apply for an RK domiciled in Scotland or NI.

I could write you a letter stating "notice of intention to set up home on Mars sometime in the near future". It doesn't mean that i really will. Don't panic and file the letters. In fact better still, get the postage code off the original envelope and send the debt collection agency 2 or 3 housebricks marked "FREEPOST IMPORTANT LEGAL DOCUMENTS - URGENT" and the return address. That way they are more likely to accept the package. It costs the company and it restores the natural balance.0

I would make complaints to the airport, because it's not Excel who has the contract, but VCS! Ask them how a different company is writing to you about this when they don't have the contract with them. Also a complaint to the bpa and dvla is in order.
By the way vcs and excel are sister companies, but they are seperate legal entities so things should not be mixed up.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
