Parking ticket appeal - UK Parking Control

Hi,
I would like some advice please.
I was given a parking ticket back in 2012 for parking in our own bay, but the permit was not attached to the windscreen at the time (it basically fell off the windscreen).
I appealed the fine and was asked to email through prove of the parking permit, which I did. I also explained that I do not own the car any longer.
My last communication to UK Parking Control was on 26 November 2012 where I attached my parking permit (For my own parking bay) and I asked them if they require anything further.
This morning (24/03/2014), I received an email from them, stating:
"Thank you for your e-mail received by the UK Parking Control Appeals Department.
In order for your case to be investigated can you please provide all relevant information via our On-line Appeals Form at :-
http://www.ukpcappeals.co.uk/appeal
This is an automated response, please do not reply as this address is not monitored
UK Parking Control Limited
Appeals Team."
I'm not sure how to deal with this, the last thing I want is a letter saying I owe hundreds / thousands of pounds!

Iin September 2011 Hull Trading Standards decided to take them to Hull Crown Court on 16 counts,unfortunately they lost 15 of these charges on technicalities. This can result in whoever signed the contract with them, (i.e. the managing agents and/or the Landowners being themselves taken to court by successful defendents for damagesfor trespass, stress, and harassment, (see R. [FONT=Times New Roman, serif]I am not a lawyer, but I have read the current parking signs in ABC Courtand it would appear that, from the words “failure to comply ...”they are alleging breach of contract. How can people bebreaching a contract they are not party to?[/FONT]

[FONT=Times New Roman, serif]These companies are vultures, preying on the ignorant and vulnerable. They are not interested in the management of car parks for the benefits of residents, but fining them for minor breaches of meaningless terms and conditions, and as a registered charity you should not be anaccomplice in their near criminal activities. Unless they own the land they have no power to enter into contracts with owner, landlords and tenants of ABC Court.[/FONT]
[FONT=Times New Roman, serif]To win a case for trespass they have to prove loss to the landowner. If the landowner is also the person they are pursuing, there can be no loss.[/FONT]
[FONT=Times New Roman, serif]Unless you have granted it,UKPC has no authority to take cases to court as t[/FONT][FONT=Times New Roman, serif]hey have no legal authority to issue fines, only the Police, Councils ,TFL, and some airports and TOCs can do that.[/FONT]
[FONT=Times New Roman, serif]Their so called Parking charges are merely speculative invoices, and their claims for breach are in fact unenforceable penalties.[/FONT]
[FONT=Times New Roman, serif]Havingread this, I am sure that you will wish to have your tenants, many ofwhom do not have a great deal of moneyn, and immediately disassociateyourself from this company. [/FONT]

So...it would only be junk mail!
I would complain to their clients and also to the BPA by email (see post #6 of the NEWBIES FAQs sticky thread about the email addy to use when complaining to the BPA). Forward the email trail to the BPA and ask whether this is in their view, a professional response in 2014 to a 2012 email! This has clearly not been dealt with in a timely manner and should be cancelled.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
