Tuition fee appeal

Hi,
I pulled out of a university course back in 2002 before starting my 3rd year. My 17 year old younger brother was taken ill and later died. I returned to my family home and later entered employment.
I have now applied for student funding to enter a new degree course. As I expected I have been declined the tuition fee support because of previously having attended university and not completing the course.
I have appealed based on my circumstances and supplied a copy of the death cert; I have received a reply stating because of the workload this could take up to 25 days instead of the normal 15 for someone to judge my appeal.
Does anyone know if this is grounds for a successful appeal? I tried calling but was told they couldn't comment until my appeal had been looked at.

Just to follow up, not sure if it makes a difference but during the period when I was at university the first time around I did not have to pay any fees. It was means tested and my families earnings were below £20000.0

It has taken until October but it has finally been sorted and I will be receiving a loan, grant and tuition fee support0
