LOL, you need to think outside the box.....
It's simples really, there's 2 ways to get what you want:
1. Marry her. This will immediately make you eligible to share her rtb.
2. If you can't countenance marriage, just go and live with her. After 1 year you will be eligible to share her rtb.

Is it a bock of flats, if so, be very careful the council now has first option to buy back if you sell within 10 years. Also the service charges they are horrendous. Council uses their own contractors and there is nothing you can do about it, the contractors leave a mess and no one will do anything about it. Sample of service charges...
