Mobile phone recycling Co not honouring payment.

Hi,
I had an HTC One V mobile phone that I wanted to recycle that was in perfect working order as I had got a new phone via an upgrade. I did a google search and also mobile phone recycling comparison website search and decided to go for M&C recycle as they quoted £40 compared to others ranging from £20-30.
The prices they quoted were £40 for working, £40 for brand new and £16 for not working.
I recd a padded envelope and wrapped the phone in cardboard as extra padding & returned the phone to them with the invoice, which they asked to return to them as well as the phone. I kept a copy of this invoice too.
I have recd an email this morning saying that they have checked the phone and as it is not working they will pay me £12, which arrived in my acct this morning.
I have emailed them and am waiting for a response. The FAQ's on the website state that you can send phones to them when the battery is flat as they use new batteries to test the phone as I know my battery was flat when it was sent off to them. If anyone has an HTC One V you will know that the battery cannot be removed, but surely they would have access to a charger.
But how can I prove that it was working ok? The website states that they can cancel the order and return it for £3 fee.
The order pages still shows £40 as the price they will pay but then it just shows Sub-total £12.
Any advice anyone?

Have you asked them which of their criteria it hasn't met?0

I says in the email from them that its not turning on, therefore its classed as not working. But the battery is flat. On the FAQ's there is a question about sending in phones with no battery charge and they say they just test them with charged batteries so its fine, but the HTC One V does not have a removable battery, so all the need is a charger...!!!0

Another email I sent to them and the reply I got this morning:
Re Order Number 1270
HTV One V
Thank you for your email confirming my order is now complete however, your email states that my phone is not turning on and therefore classified as a non-working category and payment will be £16.00 (even though I have received a payment of £12.00).
I would like to dispute this, as my phone is only 18 months old and was in perfect working order when it was packaged securely and sent off to you.
I am aware that the battery was flat however under the FAQ’s section of your website it states:
“14. my battery is flat, can I sell the mobile phone as working.
If you cannot test your mobile phone as the battery is flat and there is no obvious damage to the mobile phone, you can list it as a working mobile phone. We will test the mobile phone with fully charged batteries on arrival and will only downgrade it to the non-working value if it does not switch on”
As you should be aware the battery on the HTC One V is not removable, however by plugging it into a charger you would have seen that it was fully functional.
Can you therefore please provide me with the following information:
I would like to see an independent report confirming the reasons as to why my phone is classed as non-working.
There was an article on BBC’s Watchdog in October 2013 about Cash4phones and offering reduced payments, are you in anyway associated with them? I will also be sending a copy of this email to the program as well if there is no satisfactory response from yourselves.
Can you please provide me with details as to who you are regulated by as I would like to take this matter further if you do not honour the original price quoted of £40 for a working handset.
If you are not regulated then I feel misled and as a concerned consumer I will have no choice but to put my disgruntlement on Facebook and Twitter as I feel duty bound to warn other confused and misled consumers the pitfalls of using your services. We are all fully aware of the power of social media these days.
I look forward to hearing from you,
Mr Antony Fox-Parkes
