Carpets/wooden/Lino

I've had beige carpet in my flat for 4 1/2 years now and well it's pretty much had it!
I've got one daughter, prone to knocking drinks over and three cats who scratch a bit, occasionally throw up and leave fur everywhere!
So as soon as I am able I'm going to replace the carpet, but what to go for?
It needs to be as cheap as possible and being in a top floor flat officially wooden flooring is not allowed although I know many do.
I was thinking Lino with rugs where needed, at least they could be washed or replaced if they get ruined.
Any recommendations at all?

Either cushionfloor, or polypropylene carpet which can be bleached back if stained (from £8.00 psm) - but something wipeable is probably best. You can get offcuts/ends of rolls quite cheaply.
How on earth do your three cats get in and out when you live in a top floor flat?0
