Hi guys,
I pulled up outside an estate agents today. It has a lay-by off of the main road directly outside the shop.
Anyway I parked up with the engine running while my wife popped next door to buy something. When she came back I noticed signs on the walls of the estate agents mentioning customer only parking and PCN. Also had a little picture of a video camera on it.
My question is. What is considered parked.
The way I see it I am the keeper of the vehicle and I never got out. The engine was still running. So technically was I parked?
After reading the FAQ I could probably contest this if they did in fact have cameras monitoring the layby.
What are peoples opinions?

technically yes you were "parked" , you car was occupying a space on that land for the duration it was there
now if this was private land, you have say 5 minutes to read the signs and comply, or leave immediately0 -
Yeah was only about 5 mins.
The area is a lay-by off of a main road. Its a tiny strip, then its the pavement and them the shop.
Can't see how they could own the lay-by. Possible I suppose.
The reason I didn't see the signs is because I didn't get out of the car. They are just posters on the wall of the shop.
Anyway I can check if this area is controlled by a parking company?
Also how long do pcns take to come through?
Is it 14 days like NIP's.0 -
Don't worry Jonah - even if you were technically parked - then should you get a parking charge INVOICE through the post come back on and follow the advice on the NEWBIES thread to appeal it.
Don't Pay It - but don't ignore it - follow the advice about how to appeal and what grounds your appeal should be based on and you stand a greater than 99% chance of getting it cancelled

After reading the FAQs sticky thread, I would hope you'd know you can definitely appeal any fake (private) PCN for whatever reason, even if you'd parked there for a week! Never mind cameras or proof - it's NOT won on 'what happened' - these things are won on the issues shown in the NEWBIES sticky.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
