Help! Parking Issues

Hello,
I was wondering if anyone would be able to help. After a series of problems with a neighbour she has now taken it upon herself to block our walkway to our house and also keeps parking on the pavement.
I have a small child and I can not get the pushchair past her car. Where she has also parked on the pavement she has completely ruined the pavement and has made it into a mud, stone bath which means if she is not parked there then its hard to push my pushchair past due to the mud, the uneven path and the stones...
Does anyone know what I can do to sort this problem... I have asked her to move her car NUMEROUS amounts of times to park considerately so I can walk with my pushchair on the pavement however now even if she is not parked there it is impossible due to the mess she has made.

Report it to the council. If it's blocking a drop kerb then it's an offence. Block the pavement may also constitute an offence. At the very least she's damaging the pavement, which the council is liable for should someone trip etc.0
