NTK Received after +14 days

Hi,
I only just registered but I've been reading a lot about this subject.
I will follow the guide given in the FAQ's but I have a question I could not find an answer.
I received of course unfairly... an NTK more than 14 days after the "contravention". You mentioned that when no window notice is present (which wasn't cause it's an ANPR case) you MUST receive it within 14 days and you suggest to check the POFA 2012 which states at P9 sub (5)
The relevant period for the purposes of sub-paragraph (4) is the period of 14 days beginning with the day after that on which the specified period of parking ended.
The contravention was issued on Feb 18 2014 and the date on this notice is 20 March 2014 (yesterday) and I received it today?
So what does this mean? and what shall I do in this case? just proceed with the soft appeal (England) and state that as well?

correct, its still a valid invoice but breaks POFA 2012 so defaults to a driver only notice, so you appeal as RK , tell them its not POFA compliant and the driver will not be named (provided this is in england and wales, as POFA 2012 is only for those 2 regions)
