Car parking partnership fine, should I pay?

Hi!

A couple of weeks ago I parked in a carpark at the university of Leeds that you used to be able to park in for free no problems. I was running late for an assessment and there were no other spaces so I parked there as a last resort. I admit I did see the signs saying you had to have a permit and the fine but I had no time to park elsewhere.

I can't remember if last year it wasn't permit only or if they just let it go.

The civil parking notice was for £80, £40 if paid within 2 weeks. I posted the cheque For £40 11 days after I received it. They still haven't taken the money, out of my account.

However I've been reading that maybe I don't have to pay it?

Just wondering if I should ring and cancel the cheque tomorrow.

Thanks!!

It's probably too late as by sending the cheque you have basically admitted liability by not just sending the cheque but by signing and returning the form.

You could try and cancel the cheque but it would make any appeal very hard.

I would stop the cheque if not yet banked - say to the bank that it appears to have been lost in the post, that's all you say because some Banks wil cancel a chq for free if it's 'lost' (which it could well be).

Then start the usual appeal procedure as shown in the NEWBIEs thread and win at POPLA.

And don't fall for such a scam again! This isn't a fine, not even a 'parking ticket'! Welcome to MSE - don't get your fingers burnt again. Can't believe you've 'been reading maybe you don't have to pay it'. WHERE DID YOU READ THE 'MAYBE'?!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
