Paypal paying well under the going rate for currency

    This used to happen for me automatically without me having to convert. Then it suddenly stopped and I could never work out why.

    You need to open balances in other currencies.

    This does not change the poor DCC rate offered by paypal

    To avoid DCC, there is a small print option when you are paying to allow your card company to process the conversion. However, the last time I tried to pay someone in USD, I was not offered this option, so I don't know if they have decided to stop it

    I believe that's illegal. When making a payment a merchant is required to give you the option of choosing who converts the currency. Maybe that doesn't apply to PayPal because they are not the merchant.

    No idea but you just need to read very carefully make sure you don't miss any options, if not available then too bad you'll just need to find another merchant who doesn't only take paypal
