I think Mattygroves2 may have given you a good suggestion - not 100% sure, but I think they do US.

Just to point I have been looking at iweb and they seem to have a transfer out fee @ £25 per investment too. Their charges are £5 per UK trade and £5 commission + 1.5% foreign currency charge for international trades.
They also transfer your shares free from other brokers so I think it would be wise to use naedanger's template letter (thank you so much!) to waive the transfer charges.0
