Parking Charge Notice - Hospital - Driving Wifes Car

Dear All,

The forums are always very informative. I've read the newbies parking charge guide in detail.

I've received a Parking Charge Notice (Leeds Teaching Hospitals) enforced by Newlyn whilst driving my wife's car via a windscreen ticket PCN.

Just one question. I dont understand the difference between
"first appeal to PPC" and "Debt Collector Stage".

Does the NTK come from the PPC initially?

    First appeal to the PPC is when you first appeal to Newlands. The debt collector stage is when they start to threaten you with debt collectors (some way down the road, and if you follow the advice here it will not come that).

    The notice to the keeper will come from the PPC, somewhen between 29 and 56 days from the date of the window ticket. It will be in your wife's name, so any appeals you make will have to be in her name, if you want to wait for the postal notice. This is advisable as the rules they need to follow are quite strict and most PPC's trip themselves up.

    Will take a few photos tomorrow....... it' regular PCN spot wihtout notices.

    Sorry to clarify.

    The place where I parked is a small piece of land on the edge of the hospital grounds (with space for two cars) which is always is full.

    I've confirmed the boundary of the hospital with council plans which does include these spaces.

    They fairly regularly do have windscreen PCN's.

    The are no visible signs, due to the location on the outskirts of hospital land.

    Immediately next to this land the parking is free.

    I was parked on the footpath (not obstructing).

    The exact situation isn't particularly relevant, although if there is inadequate signage this will be a good point of appeal, but when it comes to the POPLA appeal it will be the standard no genuine pre-estimate of loss and mother appeal points which will win through.

    The only company I can find is 'Newlyn', who are a debt recovery company and work for public sector. It would appear that Leeds Teaching NHS enforce their own car park. They could possibly employ Newlyn as debt collectors, which may mean that the PCN is old. It does raise questions as to why the DVLA gave out the OP's information as Newlyn do not appear to be registered with the BPA. Unless the NHS trust is registered. There are references in other forums linking Leeds NHS and Newlyn together.

    Well I recall once seeing a PCN issued by 'Newlyn' which was a bit strange seeing as we think of them as debt collectors, not a PPC. Can't recall if they ever wrote to the poster or not but this new case is a classic one to wait and see what the post brings!

    Would be helpful if the OP could clarify the following:

    1) You received the notice on your vehicle recently (i.e. within the last 28 days)
    2) You have not received anything through the post yet

    As this is a slightly unusual company it may also be helpful if you could upload the ticket (front and back). Just obscure your vehicle details, exact date and time of issue and the actual PCN number.

    The hospital can get RK details under reasonable cause, or Newlyns can as debt collectors. It's likely that hospital tickets, if nobody coughs up they give it to Newlyns who uses their access to the dvla to get details. So the first letter you will get is a debt collector one, no notice to keeper.

    As the hospital doesn't need to abide by the bpa rules, the only appeal will be direct to them, all newlyns involvement is a client has given them a debt to collect. I would bet my house on them chasing you like this
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
