Parking Charge Notice - PS24

A bit unsure about this one. I recently received a PCN from 'Parking Solutions 24' for parking without a permit on private land. The notice was for £100 reduced to £60 if paid within 14 days. I have since discovered the cost of a permit at this site is £25 per year, which makes the charge seem unreasonably high!
After reading through the forum I was confident that a POPLA appeal would be successful on grounds of the charge not being a genuine pre-estimate of loss. However, some members have warned against PPCs that phrase their signage as a 'contractual fee/charge' rather than a 'breach of contract'. Does that apply in this case? Here is a picture I have taken of the sign in the car park (tinypic.com/r/do2bn9/8) - any help/advice would be much appreciated!
Also, I have checked and there is no signage apparent to the driver upon entering the car park - is this a breach of BPA code of practice Section 18.2? (britishparking.co.uk/write/BPA_Code_of_Practice_2012_Version_1_October_2012.pdf)

A few questions, where did this happen? Are you the registered keeper of the vehicle? Was the ticket attached to the vehicle or has it come through the post?
The breach of BPA code is covered by the generic POPLA appeal. Also, pre-estimate of loss will still apply if the are claiming a 'contractual fee'. Does the notice make reference to the Protection of Freedoms Act.0 -

It happened in England and the PCN was attached to the windscreen. I am not the registered keeper but I assume we will be getting a 'notice to keeper' in the post.

It's not a contractual charge despite the wording on the sign. What's a Parking Contact Scheme ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Also the PCN says 'any appeal must be written within 28 days of receiving the PCN'. Does this mean I should not wait for an NTK and send my first appeal now?

They all say that (clearly that's a deadline for the driver not the keeper, who may not have seen the PCN!). You are best to appeal as the registered keeper.
BUT with PS24, being 'small fry' - as mentioned in the NEWBIES thread - I would send the first appeal template letter NOW. It also has wording designed to flush out the true nature of the charge (contractual, or breach).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
