Parking ticket appeal- advice please!

About 2 months ago, I parked for 5 minutes in a non-parking zone, and as is always the way, a parking attendent came along just as I was getting in my car. I saw him working his way up the row of cars, and had not yet got to my car, so I thought if I drove off, he could not have issued me with a ticket.
It appears he wrote down my numberplate as I was driving off, as I received a letter stating my penalty notice had increased to £60 because I had not paid within 30 days- but he had never given me the ticket in the first place! I appealed and have just received a letter back saying 'I have checked the Parking Attendants note book pages taken at the time of the contravention which clearly states the PCN was handed to the driver at the time of the contravention'- which is a complete lie. Unfortunately I was alone at the time, so I have no evidence to prove this- effectively it's my word against his.
I find this completely unfair as I would have accepted paying the £30- I accept I was illegally parked- but for it to double because I did not know about the ticket seems ridiculous. I have been told I can appeal once more, but does anyone think I have grounds for appeal, without any evidence? I wouldn't try and appeal that I should pay nothing, as I was illegally parked, but I just want to try and get it back down to that £30. Any help would be much appreciated.

Send them the £30, then lodge the appeal. There is a possibility they won't follow it up.0

Do not pay at this stage.
Go to www.pepipoo.com and take some advice from there re your ticket.
If the ticket was not handed to you or put on your vehicle, then it was not served.

who was the parking ticket issued by? The council/police or a private firm?0

If the ticket was not put on your car, its invalid, normally in a case like this the attendant has to prove the ticket was served, and it obviously wasnt. Here in Manchester they take photos of the ticket to prove it was served, so you cant simply throw it away and say you didnt get a ticket.:A:dance:1+1+1=1:dance::A
