Parkin Eye - OH ignored letters and now threat of County Court

OH parked in a retail park on 27th Feb. The limit was 3 hours but he said he didn't see any signs and he stayed for 4 hours.
Anyway apparently he has had 3 letters from Parking Eye but didn't tell me and today he has received a letter from them stating it is a letter before County Court claim.
If he had told me about it earlier I would have written to POPLA but am I right in thinking that it now too late?
I am not happy that we may have to pay this charge so is there anything we can do?

Was there a windscreen ticket at all?
Who is the registered keeper of the vehicle? (If it is him, then YOU writing to PE would be pointless).

I find it hard to believe that PE have threatened court action 3 weeks after a parking event, especially when he had 28 days to appeal after the first notification0

Ok, I got it wrong. He didn't park on the 27th February. I read the letter wrong. It actually says they notified him on 27th Feb. I think he parked either late Jan or early Feb 2014 (he is not here to ask at present).

Reading between the lines - it looks like there was no appeal lodged in time and that consequently the keeper became liable as of 27th February after the 28 day appeal window was over.
Was the paperwork kept - if so you will need to check them and their dates against the information you will find in the sticky NEWBIES thread.
If you've missed the appeal window it may be possible to force the issue (see Redx advice re lazydaisy's letter) but read the NEWBIES thread and get back once you know where you're at.
What company was this btw? - sorry ignore just seen it was PE0 -

This is all covered in the sticky threads already, which is why it's important to read the top sticky threads on any forum before posting. Maybe you are more used to discussion forum boards on MSE where the stickies might be less important, but with this sort of legal issue, the sticky info is vital to you responding properly.
The NEWBIES thread tells you to 'appeal anyway if late' so that was already clear from our standard advice - and the 'LBCCC Fightback' sticky thread in Crabman's top links of parking forum stickies, tells you all about how to ... fightback and respond to a LBCCC from PE. So that's where you start reading.
By all means we will help you to fine tune your formal response - but you must read what's here already as we can't type it out every time. I can't understand how so many posters launch straight in and post on this forum board without reading the obvious couple of sticky info notices first. Please, please read the stuff that myself and zzzLazyDaisy have painstakingly put together for posters here, in our own time, despite our own personal problems in recent months and busy lives.

Welcome back - you really don't have much luck with parking do you. I hope the problem was sorted out regarding the bailiff and the expired warrant?
Regarding your current problem:
As coupon states - you really need to respond robustly to this LBCC - within 14 days or else you can expect a court claim.
In conjunction with responding - make EVERY effort here to get this parking charge cancelled by the retailer/landowner/management company - whoever engaged their services. Google is your friend and also do a forum search and view Parking Pranksters blogs and website.
There is a lot of information regarding Parking Eye and different sites.
Parking eye are appearing to issue LBCC's at a fast rate of knots at the moment and not long after their self-imposed "appeal" window has passed by - I have my own suspicions as to why this is happening.0
