moving a outside stopcock

We are having a extention built and had one builder round to quote he mentioned the water boards stopcock and that it would have to be moved, he wasnt sure if its the water boards job or a plumbers but would let me know

its only got to moved a few feet at the most but wondered if anyone has had this done and whos responsability it is.. We in Thames water region and they useless at the best of times... thanks

    From this image you should be able to workout who is responsible for which section of pipe work from the street mains.

    A = Water mains is the responsibility of the water boards
    B = External Stop Tap "Ditto above"

    Dotted Property Boundary Line any pipe work your side is your responsibility including

    C = Service pipe
    D = Internal stop tap "this could be inside or outside"
    Plus all internal pipe work within your dwelling.
