Anyone noticed that the OP has not been back to defend themselves today?
Unfortunately, this is a regular occurrence on MSE. Someone with very few posts, either new or not, will start a thread with a very complicated post, or one that requires an involved answer.
They may post a couple of times more within that thread, never to be seen or heard from again.

I, for one, would like to see the law changed so that HB goes direct to the LL ....
The government switched the payment of rent from landlord to tenant in the private sector when LHA was introduced in 2008. They were alarmed by how many tenants didn't even have a bank account. They want people to manage their own budgets and not be handheld. They saw direct payments to tenants as something that encouraged choice in their properties.
LHA has been introduced for the following reasons:- Fairness: Under LHA the maximum amount paid to tenants would be based on the size, composition and location of the household, in other words two households in similar circumstances in the same area would be entitled to the same amount of HB.
- Choice: LHA encourages tenants to take on greater responsibility and choose how to spend their income in a similar way to other tenants who are not in receipt of benefits.
- Transparency: The current link between HB and individual rent is complex. It does not state clearly what level of support is available for people on low incomes. A clear and transparent set of allowance rates will enable tenants and landlords to know the maximum HB is available from the state.
- Personal responsibility: The Government believes that, where possible, LHA should be paid to tenants, alike most other benefits and tax credits, empowering people to budget and pay their rent themselves. This will develop skills unemployed tenants need to move back to work.
- Financial inclusion – Ideally, we want people to have their HB paid into a bank account and to set up a standing order to pay the rent to their landlord.
- Improved administration and reduced barriers to work: A simpler system will speed up the administration of housing benefits. A transparent system will encourage people to move area to seek employment opportunities.
If you believe that child tax credits should be spent directly on children, then the govt would have to divvy it up to pay supermarkets, shoe shops, energy providers and school meals directly for each and every family.....0 -

Some people are going to wet themselves when they find out that UC will extend this to Social Housing tenants too! The very idea! Council tenants responsible for paying their own rent! Whatever next.0 -
As a mortgage-payer, if I were to have my home repossessed, then the LA has no legal duty to find me a property. However, if I were evicted for non payment of rent, then they will re-home me. I find this ridiculous.
Curiously enough, if you were to lose your home due to circumstances beyond your control, ie you lost your job and could no longer afford the mortgage payments, then the main homeless duty may well be applied. Due to the comparatively limited assistance offered to mortgage payers, this is a very real possibility.
As a mortgage payer, you could also have accessed the Mortgage Rescue Scheme, which has helped over 5,000 homeowners to remain in their properties.0
