PCN Parking Services deny receipt of appeal letter

An appeal letter posted to PCN with no response heard. Roxburghe are now chasing alleged debt.
Resent appeal to the PPC and they remain silent. An e-mail from Roxburghe informs that appeal wasn't received within time limits hence POPLA code cannot be issued.
No direct contact from the PPC.
Don't want to deal with Roxburghe at all. What are options to insist that appeal process be allowed to run course?

No. Unfortunately just wrote a letter to the quoted postal address (PO Box) and appealed on basis that they hadn't complied with requirements of POFA as they were out of time.0

they didnt reply to mine either, send a letter/email complaint to the ipc, the dvla and pcn parking, they cancelled mine when this was pointed out ! but i had a screenshot of my sent email box showing time, address date etc etc which i enclosed to the dvla and ipc !0

Do you mean PCN(NW) Ltd? Definitely complain about the firm to their ATA (either the BPA or the IPC depending upon the firm's name). If it's PCN(NW) Ltd then we know there are already complaints lodged with the IPC and the DVLA about their tactics, so please do add to the weight of complaints.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
