Perhaps you could take your own advice, knock on your neighbour's door and ask them face to face rather than getting guesses from an internet forum?

I usually lurk but thought I'd post on this as it nearly happened to me last year.

If you haven't been in when they have come to read/check the meter a certain number of times then they can get a court order and enter your house. They even bill you for it all aswell. We had to book a time slot with them to let them in at a time convenient to them!!!!! took all of 2 mins!!!!

I'd love to wire the door handle to the mains, and leave a note inside saying there's your electricity.
