    Yes, it's a forced entry for the purposes of fitting a new meter.

    (Previously worked for an Energy supplier.)

    Perhaps you could take your own advice, knock on your neighbour's door and ask them face to face rather than getting guesses from an internet forum?
  • I usually lurk but thought I'd post on this as it nearly happened to me last year.

    If you haven't been in when they have come to read/check the meter a certain number of times then they can get a court order and enter your house. They even bill you for it all aswell. We had to book a time slot with them to let them in at a time convenient to them!!!!! took all of 2 mins!!!!
    Only the Mortgage to go!!!
  • I'd love to wire the door handle to the mains, and leave a note inside saying there's your electricity.
