PPI refunded when financial hardship, but can I claim for the rest now?

I put a claim in for PPI on a loan I had with HSBC. They honored part of my claim by giving me back the charges that were incurred when my husband had a car accident in 2006 and they declared us as in financial hardship. There was more PPI prior to my husbands car accident and I was wondering where I stood in getting that back now. I was told by someone - not sure how true it is though, that the government were telling the banks they were to pay the PPI back despite your financial circumstances - how true is this? They obviously agreed that our claim was valied to of paid the PPI for the period we experienced financial hardship, so would it stand with them now still as it's for the same loan? Thanks
