British Gas and Scottish Power both saying they provide our electricity

I'm posting this for a friend who has received two bills from these two who are both adamant they are providing their electricity supply.

In October we requested to switch both gas and electricity from BG to Scottish Power. The gas switch took place but because of an outstanding balance the electricity switch did not take place.

Someone came to read our meter - not sure if BG or Scottish Power and since then we have received electricity bills for the same period from both companies.

Having phoned both to query this they have both checked the Nation Providers Database and claim that they are the providers of our electricity, scottish power claiming to have taken this over on the 18th December 2013 and British Gas checking and claiming they still provide our electricity.

What do I do next?

Are there any BG or SP reps that can help me navigate this better?

To be sure I would attack in every direction.
The database guys are in xoserve <dot> com. They don't give a lot of information to you directly (try asking anyway), but probably they will talk with BG and Scottish Power.
If Xoserve sees it clear, they can contact the supplier who is wrong. If it's not so clear, they can tell them to start an InterShipper Dispute.

But one of them did f!!k it up. So, I would also complain to the Energy Ombudsman (to both, whoever is right can argue it).

And also contact Citizens Advice Bureau.

You should be able to contact the network operator ( check google) they should be able to tell you who is supplying your electricity.
I have had to check the gas network operator to find out who was supplying my gas as I've been having the same problem.
