Station Car Park Ticket

I am hoping someone can out my mind at rest on this matter.
I have just received a letter from Debt Recover Plus Limited. I have double checked their website and they understandably do suggest people ignore advice on this website which I don't intend doing.
One issue that did concern me was the suggestion that station car parks are somehow treated differently to private land. To my mind as the terms and conditions for parking are issued by Apcoa who have been appointed by First Capital Connect then it should be treated in the same way as private land. Unless, however there is an historic British Rail by law that overrides this.
Before I dig my heels in advice would be welcomed.

It's fairly unusual to find a charge issued under railway bylaws but it can happen.
You need to look at the "ticket" to see it it states whether it was issued in this way.
