Scottish Power to npower

I was with npower 5 years ago but they were totally incompetent and seemed unable to simply change the name on the account. Water Board, Council, VM all seemed able to do it easy enough.
5 years on Scottish Power have upped prices and I decided to go with npower who were cheaper and also able to pay quarterly direct debit on a meter reading which I prefer, just to pay for what I use. (I did read reviews about all the big 6 and there were complaints about all of them so I thought I would go for it).
npower wanted meter readings 1 month on to bill me then the bills will be quarterly after that - fair enough. I go on line and see a start reading for elec which is wrong only by 11. I asked the lady where the elec reading had come from as it was not the one I had given. She said it was "deemed" to be that reading. I said there was absolutely no need to "deem" any reading as they had the exact correct reading given by myself. The gas has a reading of 9253 dated 14.11.13. My start gas reading is 6179 and I wasnt even with npower in 2013.
The lady said she would get someone else to ring back about my readings and a man did ring me back. He was explaining about readings - apparently they tell Scottish Power and there is a third party involved too and there is a tolerance of 250 units with the elec and 39 with the gas. I told him I want no deemed or any tolerance, I want the exact readings I have given, "do you want me to take a photograph of the readings" I ask, he says that is not necessary. He says we have 30 days before they get the gas reading and will have to see what it is then I can complain. I said there isnt any need to "see what it is" and that I know what it is/was, "6179". Oh, he had no idea where the 9253 dated 14.11.13 had come from.
Why on earth, if a customer gives a reading to end supply with one company and to start with a new company with the same reading, is a deemed reading with a tolerance either way of 250 on the elec and 39 (imperial meter) on the gas used!
I need to write to npower "signed for" post and tell them what I think. Does anyone know the correct address I need because the lady I first spoke to said Box 109, Peterlee, FR8 9DD, yet on the complaints page it says Box 97, Peterlee, SR8 9AP.
I thought I was doing well, I feel like banging my head against a brick wall because I just do not understand why, when given readings by the customer to the supplier, are they not using them . . . . . . . give me strength! (rant over).
