electrical test and rated people

I am buying a house and have had someone have a quick look and tell me there is no earth wire to the lighting circuit, heat damage to cables in the light fittings and no.earth sleeving present in any electrical point checked so naturally I want to have this checked over (which the seller is being really funny about and is just saying he won't knock money off). I have got a quote from rated people for an inspection but the links on the traders website don't lead anywhere, for example it links to trust a trader but he is not on there. How do I find out if he is accredited or not? Thanks in advance

Might be worth looking at Napit or Niceic websites - both list members who are registered and regularly have their work inspected. Or ask the estate agent for their recommendation?

He's not on niceic but on napit, although under a different address .

As long as hes part p its fine, get him to bring proof that hes registered and insured.

Earthing to lighting circuits was never present before the 1960's-there are probably millions of UK properties without it. And earth sleeving is hardly a major job.
Unless the property is being misrepresented as having been rewired more recently, then I don't see why you expect an automatic reduction for this? The wiring will have complied with the regs at the time, that is all that is required. Regs are not retrospective.
Nor will the original install have enough sockets, nor any RCD protection, unless modified. I'd consider that far more important.
