parking offence & Bailiffs

In Jan 2013 I received a parking ticket from Harrow Council. I paid £110 in March 2013 and heard nothing more until January 2014 where I received an order for recovery of unpaid penalty charge of £62.00. The penalty charge number was the same as previously so I completed the form stating I had paid it.


I then received from the Traffic Enforcement Centre in Northampton a letter saying they had been unable to process the correspondence and suggested I email their helpdesk. I emailed the help desk with a copy of the receipt from Harrow and never received a reply, and no further correspondence


Saturday 15th March 2014 -15 months later my car was clamped. I had to pay Newlyn the bailiffs £597.60 to have the clamps removed from my car.

Has anyone any idea as to how to appeal - has anything similar happened to them? I have asked the bailiffs for breakdown as to how they arrived at that figure, no paperwork was given to me except a receipt.


Harrow Council do not advertise a phone number of on their website so it is difficult to get them to respond to emails.


Any help, advice, suggestions would be much appreciated as I do want to recover my money as feel the whole situation could have been avoided if they had replied to letters.

    I suggest you post this on https://www.pepipoo.com as well. Do you have proof you paid as in bank statements or receipts or anything like that? You will need to contact the council on this, the £62 is an odd figure. You may also try bailiffadviceonline , they charge a tenner for help, that covers their costs but they are expert in this
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
