sash locks are best because they can be opened in an emergency. toughened glass or shatter film the bottom parts as many sash windows are low to the ground . Cant use double glazing due to its weight and the way a sash counter balances. When you get your new windows either fit them into the sash casings (if the casings are good) looks great . or fit them into the outer coarse of brick and completely rebuild the void .

Oddly enough I don't remember that happening ;) and my own children managed to not fall through the windows!

OP, sash windows are a lot tougher than they look, if you're really that worried just fix a couple of strips of wood across the lower half and fit a lock so the window can't be opened, as you're replacing them anyway, (& I pray you won't be fitting windows of the white plastic variety), it will only be for a couple of months.

Could your daughters sleep in a different bedroom until you've replaced the windows?

A child is unlikely to fall through a closed window. He or she may be able to open one and fall through the open window. So put restrictors on.
  • I would suggest fitting vertical bars inside the lower sash; harder to swing from or climb up than horizontal bars. Then fit restrictor latch to prevent sash opening more than a couple of inches.

Check the sash is balanced properly too as if it's got unbalanced over time it might descend rather rapidly and could pinch fingers.
A kind word lasts a minute, a skelped erse is sair for a day.
