Found a CEA card

Just found a CEA card in the street with a child's photo on it. I don't know the child and have asked a few local kids but they don't recognise her either.
The card seems to have just been renewed as it expires March 2015.
Any ideas how I can return it to it's owner?

My son's CEA card doesn't have a return to address on it. You could email them and ask what you should do with the card.

No return address.
I asked at the cinema if they could take it and return it but they said no.
I'll email the CEA and ask them what to do with it.0
