Are Home Reports always needed even if selling to a family member or a private sale without using an estate agent?

My understanding is private sale Yes, selling to a family member, No - although if the family member needs a mortgage I would imagine the morthage provider would expect to see the valuation part of one. But please don't take my word for it, hopefully others will contribute too.0

A home report is only mandatory if you 'market' the property - i.e. you make it known to a section of the general public that it is for sale.
If you put a card in the local newsagent's window, that's marketing it.

"'A house is on the market when the fact that it is or may become available for sale is, with a view to marketing the house, made public in Scotland by, or on behalf of the seller. Thanks to both.
Current tenants have shown a possible interest in buying the property. One website showed it as necessary to still get a Home Report and another said it wasn't necessary.
Also difficult to know whether or not to officially market the property or give the tenants first chance of a realistic offer.0
