Birmingham Airport APCOA parking fine

Hi was wondering if anyone could help. Up and till now I have not received any letters from APCOA just the letter shown below. I received a letter in the post from a debt revovery company saying I owe APCOA £150 for failing to park in a designated parking area. However APCOA havee not sent me any correspondence regarding this fine and have sent no evidence of it. The charge date is related to in January and I received this letter yesterday.
I cannot remember not parking in the right place and I had no parking ticket on my car. Please could someone advise me what to do next?

    chances are its an anpr ticket for stopping on a roadway, so no ticket would be left on the car

    but the fact I received no letter from the APCOA regarding the matter so I could appeal this and received just a letter from the debt recovery would this work in my favour? I have not received any evidence or pictures of my car

    so complain to the BPA that APCOA has breached their CoP as per post #6 of the newbies thread

    Another day another person not receiving their Notice to Keeper in the post, on that link above in post 6 there are email addresses that you can make complaints to. You should have received 2 letters from apcoa before debt collectors get involved. In post one send an appeal to them in any case, point out that no NtK has arrived say that complaints to the dvla and bpa has been sent.
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Thanks for your reply. So I should send a letter to APCOA saying I will not pay because you failed to send a NtK, is there any sample letter I could use for this? Should I also write a complaint to the debt recovery company?

    I would use the template in the newbies thread and adapt it to mention that no NTK was ever received so as this is the first notification you have had about it you are appealing the charge as if its the NTK (giving the DR+ details)

    I would also complain to the BPA and the DVLA that your rights have been denied and its a breach of Kadoe and the BPA CoP too due to no NTK having been received so your rights to appeal have been denied

    I would ignore DR+ as there is nothing they can do

    This is the first letter - so appeal. Nothing is different about this case than any other; please use the template appeal letter from the NEWBIES sticky & adapt it with an extra point #4 as suggested.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
