Standing water in drain ?

Hi
Have uncovered the drain used before an old lean to was installed (well over 20 years ago) , rainwater had been routed to a water butt

I have noticed after digging away the expanding foam the previous people had used to block the drain before flooring the lean to , has standing water in the bit where the cap goes , and to the side , within the drain , under more expanding foam , seems to be more standing water
Before i route into this drain (which must meet the soil stack foul drain underground) is it normal for them to have standing water in ?
Cheers in advance

Never, under any circumstances, take a sleeping pill and a laxative on the same night.

Could just be that the drain has a build up of rubbish in it's invert and could do with a push from a drain rod and plunger with a good whoosh of water behind it. Would try that first before contemplating anything more serious. You scullion! You rampallian! You fustilarian! I’ll tickle your catastrophe (Henry IV part 2)0

I would make sure its still connected up, by running a serious amount if water down it. Also, take off any inspection chamber covers you have elsewhere, to see the water moving through.
I assumed an old rainwater gully was ok, only to find out months later it was all broken up underground and didn't route to anywhere.0 -
Thanks for all tips , will get hold ofs some rods , poke around in the `hole` and also beside it , and then also pour water down to see if it drains or backs up
Obviously i am REALLY hoping it drains well , as i need to route to it ASAPNever, under any circumstances, take a sleeping pill and a laxative on the same night.0
