Parking Invoices still Unenforceable?

Just been reading this at the BBC:

and also the Stickies on this thread. So just to confirm - the previous advice of "just ignore" unenforeceable invoices doesn't now apply? And if you do just ignore what's the likelyhood of the scammers taking you to court, and winning?

When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

The advice changed over a year ago on this and pepipoo forum, when some PPCs started suing people - and around the same time we'd worked out how to win at POPLA appeal stage. We have 100% record (except for a case under complaint) on all cases advised upon since last Easter. Every case since has been won at POPLA with certain words.
So why would anyone ignore, when we win 100% of the time at appeal and cost the PPC scumbags money every time?!
If it Parking Eye they'll sue ignorers. Other PPCs, unlikely at the moment but why ignore when a PPC could start a small claim within 6 years, like with any alleged 'debt'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
