They get NMW. Commission on papers plus leaflets - if that doesn't total NMW for the calculated time then it gets topped up. If it's over NMW, then he got the extra.

Interestingly enough this is also covered in the Behavioural Economics course - it is easier to give something up if you give yourself periodic rewards for doing so - something you enjoy. Eg some chocolates or a film night once a week... Don't know if you caught that bit. It's common sense though I guess.(probably an in joke for the course do-ers there...)

Similar in Israel; plumbers and electrcians are prized, doctors are everywhere and often need to work 2 jobs to make ends meet.It's getting harder & harder to keep the government in the manner to which they have become accustomed.0
