Although we are based abroad, our kids are in UK so we visit often enough to justify having a car here as rental is very expensive. However apparently we cannot be insured. Is this correct? Isn't this shortsighted of the authorities?

Our Son lives in Dubai, so we had this problem when he comes home to visit. My insurers are Aviva, who allow me to include him on my policy, he still has a UK driving licence.
There are a few insurers who will insure you, It's a matter of phoning round.0 -
