Assessed as needing 24h care at 97, implications?

The lady in question was hospitalised after a fall and her discharge assessment process (?) arrived at the 24h care as stated.
Since then, March 2012, she has been paying for her Care Home fees 1/3 from pension and 2/3 on deferred payments (I believe) unless there is another council scheme?
I understand the NHSCC assessment as of 2011, when my own parent died, but may not be up to date.
My query is, if she was assessed with this level of need, would it be expected that she pays all her fees? Does that seem unusual and worth following up? Or not?
Also she has not been assessed since March 2012.

If she is paying under the deferred payment scheme this means that she had a property/assets over £23,250. When her savings go below this you should ask for her to be reassessed as she may then be entitled to assistance from the Local Authority.0

It also depends on why she needed 24 hour care; have you looked at chc and fnc funding. Can be very complicated and should have been taken from initial assessment. Direct payments aren't used for paying for 24 hour care.0

Hello and thank you! I have experience of chc funding, but not fnc. I was not involved at initial assessment, but am trying to see if the relative who I am attempting to help will ask for a first meeting, with me present. I am apprehensive that the home mgr will not speak in front of me as the person concerned still is fortunate enough to have capacity.0
