How to force incompetent council to pay interim payment?!?

Martin Lewis clearly states that he and this website of his is a proud supporter of helping people MAXIMISE THEIR BENEFIT ENTITLEMENT, and to claim everything they are legally entitled to. :T
And so if you don't agree with that then I suggest you get off his website.

I was about to explain judicial review (which would be pointless in any event, although the poster may be able to fund the £10s of thousands costs through their "personal private income" which is apparently non-taxable) but having read some of the posts and seen the attitude, can't be bothered.0

I made a housing benefit claim for my girlfriend 1 and half months ago now when she moved into my flat.
I am a full-time mature student, and so due to this she is not entitled to claim JSA.
She is full entitled to housing benefit though.
We made the claim at the start of February, had to wait ages to get letters from student finance and landlord confirming tenancy and my income from grant money,
but finally received them all and submitted them to the council on Friday 28th February.
Its now been exactly 14days since that date, but I have received no payment or letters from the council even,
and when I phoned them up today to ask what the delay is the woman just started asking me to confirm about if my girlfriend was claiming JSA (I explained she's not entitled to due to me being a fulltime student), and then asked ''why doesn't she work'' (which is none of her business!!).
And she then said ''She has signed to confirm that all the documents are there, and has made the 'Assessment Officer aware' of that.
That is not good enough though as its been 14days now, and so by law I am entitled to an Interim Payment right now.

And so I am going to go down to the council office in about an hour and request immediate payment of an Interim Payment, quoting the benefit regulation if necessary.
However if the idiots at the council still refuse to make the payment what other legal steps can I take to force them to make the payment asap??

You weren't complaining when you were boasting that they had overpaid your by a 4-figure sum! And surely, with your betting and e-baying, you can afford your rent?

Quite right.
It does appear that you also want to maximise your right to fling insults around.
You know nothing about the people at the council or the work they do yet you describe them as incompetent and idiots.

AFAIK unlss the girlfriend is on the tenancy agreement (so liable to pay the rent), she won't be able to claim HB.0
