Help on Barclaycard / Egg Claim

Hi, after a bit of help for my parents. This is the story:
Where do they go from here?
Why could Barclaycard not provide a copy of the original credit agreement, if they could tell us the exact date when the policy was taken out?
Do I request again for a copy of the original credit agreement, which will say my Mothers name on it?
And also should my parents take out another card with a long 0% interest offer on balance transfers and cancel this card, as I noticed that the balance on the card (£2,500, with a credit limit of over £10,000) never goes down, they just pay the interest and PPI each month by direct debit? They never use the card.
Sorry about the long post. Any help is gratefully received, as we seem to have hit a brick wall.
- Egg card taken out in 2007, under my mothers name, with PPI (Online)
- 2010, My mother is take seriously ill. Survives, but nature of the illness means she loses memory, registered disabled and un-able to work ever again
- My father trying to get all the finances in order calls what is now Barclaycard to find out the balance on the card, but is denied access as its in my Mothers name.
- Eventually after providing medical records, access is given, and the account is changed into my Fathers name
- Not long after, my father decides to claim on the PPI that has been paid since the account was opened. However Barclaycard say no as its in my Fathers name and not my Mothers, and would not accept that the account has been changed over.
- My father then asks for the policy to be cancelled, and for a copy of the original credit agreement (which he pays for).
- Barclaycard come back 3 weeks later saying that they do not have a copy and cannot provide one.
- With other things to focus on (looking after my Mother, sorting disability access to the house etc...) this took a back seat, but was revisited by my Father in January this year
- He looked over his recent statements, and realised that he was still paying PPI each month, despite asking for it to be cancelled. So a letter was sent (using the template on here) claiming for mis-sold PPI, on the grounds that my parents have paid for it since 2007, but not been able to use it when it was needed
- Received a letter from Barclaycard saying that this has been rejected as the PPI was taken out online, and gave us the date the policy started on 19th October 2007.
Where do they go from here?

Received a letter from Barclaycard saying that this has been rejected as the PPI was taken out online, and gave us the date the policy started on 19th October 2007.
The only further complication is that it was originally taken out by your Mother and then transferred to your father due to her current condition.Do I request again for a copy of the original credit agreement, which will say my Mothers name on it?
If the Bank, knowing the full circumstance, still rejected the complaint AND the claim then I think you need to be referring the complaint to the Ombudsman rather than requesting the old credit agreement.should my parents take out another card with a long 0% interest offer on balance transfers and cancel this card, as I noticed that the balance on the card (£2,500, with a credit limit of over £10,000) never goes down, they just pay the interest and PPI each month by direct debit?

Thanks for the reply. As you say, ideally my father would have claimed during the transfer, but he didn't think of it at the time with everything going on, just wanted to access the account.
The PPI claim did detail the change of account and reasons why, but to no avail.
Its a tough one, because he's not trying to claim for mis-sold PPI, but to actually claim on the policy, but the issue of the transfer is in the way.
I will speak to Ombudsman I think and see what they can do, and also suggest they do a balance transfer.
