New Debit card question

Hi all,
hope someone can help, I've got a question to pose on behalf of my girlfriend.
She's Czech and has been living over here nearly 2 years, always working and having her wages paid into a basic account with nationwide.
She's still not a UK resident but is there any way she can apply for an account somewhere where she can get a debit card.
She's tried upgrading at nationwide but got knocked back with a low credit score.
Any ideas????

Does she have permission to stay in UK (this would be stapled to her passport)?
If so try some of the high street banks. They are more friendly towards foreigners these days than they used to be.0 -

No stamp is required ... czech republic is the memeber of EU/EEC states.
tell her to apply for a capital one card... does she have a provisional license ?0
