Planning and velux windows in flat roof

We're about to get some maintenance work done on our flat roof - we need new coping stones - and while the roofer is up there, we were going to replace the existing 60x60cm generic 'bubble' type roof window that we have with a new Velux Flat Roof Dome Skylight. As this is like for like, I don't think there is any problem with this.

However, we've just discovered that although we are in a conservation area, our house is *not* covered by an article 4 direction. As a result, we're considering other window options but are finding the planning requirements very tricky. We've got an appointment with the duty planner next week but I'd rather be as prepared as possible.

We're considering whether it would be worth replacing the dome light we have now with a standard velux window with a Velux Flat Roof Kerb underneath it. The smallest such window would be slightly larger (as they don't do them as small) and would protrude 48cm above the flat roof. On either side of the flat roof there is a raised area of brick work dividing our house with the neighbours houses (terraced house) with coping stones on top.

We are also considering adding another roof light of similar size or larger to add light to a stairwell in the house.

If I'm reading the planning stuff right, we can put in as many of the bubble type roof lights as we want as they don't protrude above the minimum height but we'd need planning permission if going for a traditional window on a kerb as this will raise higher than 15cm above the flat roof. I'm not sure if the 15cm number refers to a height above the flat roof itself or above the dividing brickwork either side, which is obviously higher.

Can anyone give any advice? I've found the information hard to understand when it is concerning a flat roof such as ours.
