Advice about dogs strange behaviour.

I was wondering if anyone can tell me if a spayed dog can show any signs of being in heat. I have a tiny shih tzu who is 2 years old and was spayed at nine months old.. There was some complications afterwards but she was fine after antibiotics. Over the last week or so she is acting out of character. Our normally enjoyable walks have turned into a battle of wills as she constantly has her nose to the floor, sniffs every lamp post, In the house she is constantly licking me and would carry for hours if I let her and she is urinating a lot more, especially on our walks. She even unirated in the house for the first time since she was a pup. She seems tired all the time and is not eating so well. The most noticible thing to me is that she seems moody and seems to have had a personality transplant. She looks sad and fed up. After reading up on possible causes, she is showing all the signs of a dog in Heat. Does anyone know if this is possible ?
