I have lost the policy number for an insurance claim I am after, and Legal and General says they cant find it so I cant progress forward with my claim. Any advice please.

Do you want to claim on the insurance or complain about it? I have to say it's unlikely L&G will have deleted records of a current policy so I'll assume you want to complain.

If your insurance (PPI or otherwise) is from more than six years ago, it's very likely the company no longer have any records of this. However, you should be addressing any mis-selling complaint to the seller of the insurance.
You can send a Subject Access Request (SAR) letter to the company who sold you the insurance. It costs £10, but should yield any and all records they have kept on file for you for at least the last six years and (sometimes) more.
